Though I think this was a terrible tragedy, it's tough to point the finger in any one direction. With 2,000+ people pushing through the doors, the people in front couldn't have held the crowd back to help the guard even if they wanted to, and Wal-Mart was well beyond the point where they could have helped. Instead, steps should have been taken much earlier in the day to hand out tickets, ensure a better line, etc., but it's hard to blame any one person or one company for what happened.
